May to October; the Bay of Kotor is most pleasant in early summer and autumn.
Prevailing winds
Afternoon sea breezes outside, while inside the Bay of Kotor the wind is funnelled and fluky between the mountains. The Bora and Jugo affect this coast as in Croatia.
Hazards
Gusty, funnelled winds in the bay, limited anchoring space inside Kotor, and the time and cost of full clearance in and out as a non-EU country.
Check-in & clearance
Montenegro is not in the EU or Schengen, so you must formally clear in and out. Arrive at an official port of entry such as Zelenika, Bar or Porto Montenegro, fly the Q flag, and complete police, customs and harbourmaster formalities. A cruising permit and a tonnage based fee are charged, and many crews use a local agent to speed it up.
Required documents
Registration, insurance, radio and competence certificates, passports, and the Montenegrin cruising permit and crew list once issued. Keep the stamped paperwork until you clear out.
Anchoring rules
Anchoring is allowed in many bays but space inside Kotor is limited and mooring fields and town quays are common. Respect depth and protected zones in the inner bay.
Nice places
The Bay of Kotor itself, the old towns of Kotor and Perast, and the anchorages near the islands of Sveti Stefan reward the clearance effort.
